What it basically says is and what that essentially means is
- The ip that the user is coming from has registered before and if it has then verify if it's hit the threshold for the max number of registrations. If it has, add a specified delay set by the administrator before they can register again.
- In other words, it thinks your public IP address has registered too many times.
- This will impact any number of devices on the same network because they're coming from the same IP.
- That's why taking your phone off of wifi will work.
- Why does it happen when you've never registered an account? A few different things might impact that. Like if you're using a VPN and other users who also happen to be using that service have registered accounts. Or if you're on a public or large network where there might also be users registering accounts.
- Clear your cache or cookies.
- The code specifically says that it's comparing the user ip with ip addresses from the user table to see if it's hit it's max.
- You also won't show up as banned because you're not strictly banned. It's a system level mechanism that's flagged the number of registrations for your ip.
What can you do?
- Wait for a bit.
- Since I don't know what the delay setting is configured to I can't say how long that is.
If you're still having trouble
- That shouldn't prevent you from signing in as a guest in the mean time.
- It might be worth having a private conversation with a mod/admin in the chat to see what IP address you show up as and comparing that with your actual IP address and seeing if it's either the IPv4 or IPv6 address.
